Jack, the place is a restaurant in summer but in winter it's closed and sometimes you see homeless people sitting under the awnings. I expect one of them put that old chair at the end of the jetty to enjoy the view. Perhaps it was the proprietor of the restaurant?
Yes! I can't believe it is not occupied! The best seat in the house I'm sure.
